Tropical Storm Hilary batters California after making landfall in Mexico
Tropical Storm Hilary's center has moved into Southern California. San Diego will face the storm before it moves on to the Los Angeles area, where more than 9 million people are under flash flood warnings.
Palm Springs 911 is unavailable due to a storm.
As the area is affected by Tropical Storm Hilary, Palm Springs, California, lost service for its 911 emergency phone system Sunday night.
Although there was a widespread 911 outage, the city stated that emergency services could still be reached by texting 911 or calling the police or fire departments directly
Residents were urged to stay inside and refrain from driving after the city earlier declared a local emergency due to "unprecedented rainfall and flooding" brought on by the storm.
Due to severe rains, a portion of Interstate 10 near Cathedral City, California, was shut down Sunday night.
The portion had to be closed, according to the California Department of Transportation, "due to flooding and debris on the highway."
About 100 miles east of Los Angeles, next to Joshua Tree National Park, sits Cathedral City.
